Technology Management Services (“TMS") Division (CIO Office)
The CIO office acts as a trusted advisor for IT and non-IT partners, by constantly following & facilitating internal needs, whilst incorporating external best practices and industry standards where relevant and applicable to Euroclear. Supports the organization in meeting our IT objectives aligned with our corporate objectives. Develops effective relationships / processes with business units, divisions or groups of users, and uses influence for transversal alignment across the organization. Ensures required services are identified, developed and sustained to the satisfaction of the business unit/division. Identifies gaps in processes and actively looks for efficient solutions, simplification and/or industrialization in collaboration with IT Divisions and non-IT partners to ensure value delivery.
CIO Management Office main activities & processes
1. Demand & Capacity Tribe
Be the trusted guardian and provider of quality data and frameworks in relation to demand & capacity management, with fit for purpose governance & transparency on how Technology services perform and align with the business strategy.
The tribe is composed of 4 squads:
- Technology business Management (TBM): Provide actionable financial information and advises to Technology decision makers, Finance and business leaders.
- Portfolio (ITH) Management: Ensure a strong alignment of the IT investments with the CSD Strategic and (Group) Business Objectives & transparency on the decisions taken and costs. Run GTSC/Portfolio governance and quarterly business reviews / planning.
- Strategic Workforce Planning: Workforce Planning & Management, Expertise Risk Assessment.
- Project Support, Reporting & Change: project reporting & data management, project support & training, partner relationship management, support on multiple demand & capacity management topics.
2. Strategic Sourcing Tribe
Define the IT sourcing strategy, equip the company with the right IT capabilities and manage the end-to-end lifecycle of a specific scope of IT vendors.
The tribe is composed of 2 squads:
- Outsourcing & Contractor Agencies
- Technology, License & Asset Management
3. Organizational Development Tribe
Organizing for effective and purpose driven change across IT while strengthening our systems delivery key controls, growing our workforce and building strong ties with the business.
The Tribe is composed of 5 squads:
- IT Employee Lifecycle: Support the IT Divisions as trusted partner and advisor on key people topics
- 3 squads on Agile practices: Agile organization, Agile sustainability, Agile expansion.
- IT Practice Office: Review and provide guidance on the existing structure of processes and delivery of new processes; support process owners in the management of process related risk findings.
4. Transformation Tribe
Drive transversal IT topics, set the pace for the transformation including ESG, highlight bottlenecks, co-construct and drive action plans and ensure clarity to all levels in the organization.
TMS Leadership is looking for an experienced profile to lead the TBM squad
The incumbent will be expected to manage the squad and its run activities, ensuring best of class service to multiple stakeholders, while leading at the same time a high degree of change and transformation.
The squad is leading, primarily, the following activities:
in close collaboration with all IT divisions, with Finance, and with all other impacted stakeholders.
Role as a product owner
Manage the product backlog. Collect and federate the opinions and demands of the business and technology stakeholders. Ensure that value delivered is always in line with business & technology needs and expectations. Define the story definition of ready and definition of done with the squad. Manage stakeholders' expectations. Together with the squad, manage risks with a holistic and end-to-end approach. Assess and demonstrate value delivered at squad level.
Role as a manager
Create the condition of psychological safety for the team. Manage careers and collaboration through continuous feedback. Make sure that the right competencies are available in the team. Ensure risk mindset is in the DNA of the team (mandatory trainings, audit & risk findings resolved on time, security rules respected). Promote collaboration and communicate on team activities. Manage the delivery of the team, with respect to the run & change budgets.
