2. DESCRIPTION OF THE TASKS
Following tasks will be performed by external service provider:
• Collaborate with business users, stakeholders and technical teams to gather and document data requirements.
• Conduct thorough analysis of business processes and user needs to define clear and comprehensive data requirements.
• Perform data analysis translating the needs into reports and visualisations.
• Work closely with data architects and database developers to design and model data structures that align with business requirements.
• Translate business requirements to a business case, describing As Is vs To Be and providing a Fit-Gap analysis.
• Offer customer guidance in choosing and proposing the most suitable solution to aid their daily activities.
• Document clear functional specifications for the development team.
• Ensure that documentation is up-to-date and accessible to relevant stakeholders.
• Test and validate the proposed reports and dashboards and its functionalities making sure it correctly reflects the data from the source systems.
• Implement and oversee data quality standards, ensuring that data is accurate, consistent and reliable.
• Identify and address data quality issues through collaboration with relevant stakeholders.
• Assist in the go-life of the validated solution.
• Provide knowledge sharing and expertise towards the internal team of consultants.
• Draft test plans and test scenarios linked to business requirements.
• Collaborate with ETL (Extract, Transform, Load) developers to define data integration requirements.
• Communicate effectively with both technical and non-technical stakeholders to ensure a clear understanding of business needs and data requirements.
• Evaluate the impact of changes to business processes on the data warehouse.
• Work with stakeholders to manage change requests and ensure that changes align with overall business and data strategies.
• Perform demos on the reports and dashboards for the relevant stakeholders.
• Organise workshops with the relevant stakeholders.
3. LEVEL OF EDUCATION
As stated in the Article 2.6.3.1. of DIGIT-TM II Service requirements, a minimum educational qualification for lot 2 is: Level of education corresponding to Level 6 of the European Qualification Framework which typically corresponds to a bachelor’s degree of 3 years.
4. KNOWLEDGE AND SKILLS
Following skills and knowledge are required for the performance of the above listed tasks: Must haves include:
• Hands-on experience as a Business Analyst in the context of reporting and data visualization.
• Proven experience understanding complex information systems and data flows.
• Ability to analyse complex business processes and understand the underlying data requirements.
• Deep understanding of the business domain and industry to translate business requirements into data solutions.
• Strong capacity in preparing and documenting clear and comprehensive business requirements.
• Familiarity with relevant technologies such as data integration tools, reporting tools and database management systems.
• Understanding of data quality concepts and experience implementing data quality standards.
• Capability to speak to business and technical audiences.
• Strong capacity to give high level presentations.
• Knowledge of SQL for data exploration.
• Proven experience with modelling techniques such as BPMN, UML, ...
• Extensive knowledge and practical experience of analysis/modelling tools and techniques (use case diagram, state diagram, entity relationship model etc.).
• Strong knowledge of software development methodologies (e.g. RUP, Agile).
• Ability to participate in multi-lingual meetings, excellent communicator.
• Capability of working in an international/ multicultural environment.
• Good understanding and experience to apply the SAFe methodology.
• Great communication and interpersonal skill.
• Great presentation skills.
• Understanding of change management principles and the ability to navigate changes within the data warehouse environment. Due to the particular nature of a large international organisation such as the European Commission, candidates should also have the following non-technical skills:
• Capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in team;
• Ability to participate in multilingual meetings;
Ability to work in multi-cultural environment, on multiple large projects;
• Excellent Team Player.
• High degree of discretion and integrity is required as the applications managed and maintained in DIGIT.A2 contain personal and confidential data.
5. SPECIFIC EXPERTISE
• eProcurement business knowledge and specifically understanding the eProcurement concepts and processes at EC is an advantage.
