**Contract Duration:** December 7, 2026 -- March 31, 2028 (16 Months, Full-Time)

### **1. Project Context \& Objectives**

The Fine Enforcement Platform coordinates the organizational and digital transformation processes for the judicial system. The program drives core digitization initiatives designed to optimize the execution of monetary and criminal penalties while drastically reducing the administrative workload across police forces, judicial bodies, and external financial partners.

**Core Objectives of the Program:**

* **Processing Acceleration:** Speed up the end-to-end processing of traffic and financial fines.
* **Workload Reduction:** Minimize administrative burdens through an integrated chain-of-custody approach.
* **Digitalization \& Data Quality:** Streamline and digitize complex information exchanges across government bodies.
* **Public Service \& Transparency:** Modernize citizen-facing communications to build public trust, increase legal clarity, and enhance societal legitimacy.

### **2. Role Purpose \& Scope**

The **Senior Business Analyst** will focus on the **Central Recidivism Database for Traffic Violations** initiative for the 2026--2027 roadmap.

In this role, you will coordinate, analyze, and guide complex data-exchange and process-optimization projects across multiple public institutions (including the Police, Public Prosecutor's Office, FPS Mobility, FPS Finance, and Courts \& Tribunals). You will play a pivotal role in translating policy objectives into robust functional solutions, monitoring IT development progress, and standardizing operational methodologies.

### **3. Key Responsibilities**

**Business Analysis \& Process Optimization**

* Conduct end-to-end business analyses, including mapping detailed *As-Is* and *To-Be* process flows.
* Identify operational bottlenecks to optimize data quality and multi-party data flux.
* Map and refine complex information exchanges between the Police, FPS Mobility, Public Prosecutor's Office, and Courts.

**IT Project Support \& Delivery**

* Draft clear, actionable User Stories accompanied by strict Acceptance Criteria.
* Oversee IT vendors during functional analysis phases and supervise User Acceptance Testing (UAT).
* Identify project risks, dependencies, and operational blockers, escalating findings directly to the Project Manager.
* Maintain clear, structured, and accessible documentation within project collaboration platforms (e.g., Jira, Confluence).

**Stakeholder Management \& Process Standardization**

* Assist the Public Prosecutor's Office in establishing a uniform approach to handling repeat traffic offenders.
* Facilitate working groups, workshops, and alignment sessions with technical and non-technical stakeholders.
* Lead business analysis efforts specifically dedicated to the architecture of the central traffic recidivism database.

**User Enablement \& Change Management**

* Author comprehensive user manuals and operational guides for end-user applications.
* Design and execute structured training sessions for staff adopting new or updated system functionalities.

### **4. Mandatory \& Preferred Qualifications**

#### **Requirements**

* **Experience:** Minimum **5 years of experience** as a Business Analyst in a senior capacity.
* **Education:** Bachelor's degree in Computer Science, Information Management, Business Administration, or a related field.
* **Methodologies:** Strong background in structured project delivery frameworks (**Agile/Scrum, PRINCE2** ) and process modeling (**BPMN**).
* **Language Proficiency:**

* Full professional fluency (spoken and written) in **Dutch OR French**.

* Strong passive understanding of the second national language (French OR Dutch).

* Good professional working knowledge of **English**.

#### **Preferred Assets (Nice-to-Have)**

* Proven track record handling projects involving **multi-party data flows** and complex system integrations.
* Hands-on experience within **public sector / government ICT projects**.
* Functional domain knowledge of **traffic law, judicial procedures, or criminal justice operations**.
