DESCRIPTION OF THE TASKS

The following tasks will be performed by an external service provider:

- Development of front-end website architecture.

- Design of user interactions on web pages.

- Development of back-end website applications.

- Implementation of core business logic.

- Creation of servers and databases for functionality.

- Understanding and implementation of security and data protection.

- Cross-platform optimization.

- Design of responsive applications.

- Analysis of the integration of different information systems.

- Data analysis and data modeling.

- Coordination of the implementation of the technical architecture.

- Technical interface between the project leaders and the developers.

- Production of software architecture documents.

- Creating designs and blueprints of Cloud Architecture.

- Review of the architecture of existing systems for migration to the cloud.

- Design and development of architecture components and building blocks using cloud components.

- Participation in technical working groups, progress meetings, and meetings with the users.

- Assistance during relevant parts of testing, analysis, technical documentation, deployment, evaluation, and reporting.

- Design and development of APIs.

- Participation in the design and creation of scalable software.

- Taking the lead on projects, as needed.

- Maintenance of code integrity and organization.

- Writing clean, functional code on the front- and back-end.

- Compilation and analysis of data, processes, and codes to troubleshoot problems and identify areas for improvement.

- Testing and fixing bugs or other coding issues.

- Meeting both technical and consumer needs.

- Writing technical documentation.

LEVEL OF EDUCATION

As stated in Article 2.6.3.1. of DIGIT-TM II Service requirements, a minimum educational qualification for lot 1 is:

Level of education corresponding to Level 6 of the European Qualification Framework, typically corresponding to a bachelor's degree of 3 years.

KNOWLEDGE AND SKILLS

The following skills and knowledge are required for the performance of the above-listed tasks:

- Excellent knowledge and proven expertise in JAVA EE or SPRING.

- Good knowledge of JavaScript frameworks and libraries such as Bootstrap.

- Good knowledge of code versioning tools such as Git.

- Good knowledge of Service-Oriented Architecture.

- Good knowledge of applications design.

- Good knowledge of modeling tools.

- Good knowledge of agile methodology.

- Good knowledge of microservices and architecture in the cloud.

- Good knowledge of Enterprise Architecture.

- Good knowledge of Relational DBMS.

- Good knowledge of business process analysis.

- Experience with Workflow applications.

- Experience in relational databases management.

- Experience in Object-Oriented Design and Development, abstract thinking, reusable components design and development.

- Experience with microservices and RESTful paradigms.

- Experience with modern UI paradigms (client-side scripting).

- Experience in complex UI interface development.

- Experienced with standards/APIs: XSD and SOAP, JSON, JSON Schema.

- Experienced with Java, Docker, Python, Bash, Elasticsearch, BPMN, GIT, and JIRA.

- Working experience of software development methodologies (e.g., RUP).

- Good knowledge of UML Modeling language.

- Ability to apply high-quality standards.
