EU - Front-End Developer– Brussels (Nearsite)

CONTEXT/INTRODUCTION


The Directorate-General for Financial Stability, Financial Services and Capital Markets Union (DG FISMA) is one of the specialised services of the European Commission. The mission of DG FISMA is to develop well-regulated, stable and globally competitive financial markets in the interest of businesses and consumers and in order to promote growth and job creation. DG FISMA’s IT Sector is in charge of the development and maintenance of some IT systems supporting the DG’s policy activities as well as the Commission wide corporate needs. Some of these systems are used also by other General Directorates of the Commission and DG FISMA assumes the role of service supplier, thus helping to enable the successful implementation of the Commission's Digital Transformation and EU policies. In close collaboration with other Commission services and its customers, DG FISMA IT Sector builds and operates solutions in the areas of Briefings and Speeches Management, Stakeholders interaction Management, Financial Sanctions, External Service Providers Management, Financial Intelligence. Amongst the solutions provided, we find the following systems: BASIS (Briefings and Speeches Information System), EMT (Events Management Tool), FIU.net (Financial Intelligence Units network), KOEL (Knowledge Online on European Legislation), MICE (Management and Control of Experts) and the Financial Sanctions Suite. The solution assignment may change over time, according to the project/service needs.

DESCRIPTION OF THE TASKS

The tasks list is as specified in the DIGIT-TM II Service Requirements document. The list is not exhaustive and additional tasks could be requested to the service provider according to the evolving context and needs of the service.

 

LEVEL OF EDUCATION


As stated in the Article 2.6.3.1. of DIGIT-TM II Service requirements, a minimum educational qualification for lot 1 is: Level of education corresponding to Level 6 of the European Qualification Framework which typically corresponds to a bachelor's degree of 3 years.

 

 

KNOWLEDGE AND SKILLS


The skills as defined in the service requirements of ESP-DIGIT-TM II for the above-mentioned profile are applicable. Following additional skills and knowledge are required for the performance of the above listed tasks:

· Very good knowledge and practice of Angular, JavaScript, and HTML/CSS

· Very good knowledge and practice of service oriented, REST, web services, architectures

· Very good knowledge and practice of code versioning tools such as Git

· Very good knowledge and practice of mapping tool Hibernate

· Very good knowledge and practice of continuous integration tools such as Bamboo

· Very good knowledge and practice of Confluence, SharePoint, JIRA

· Very good ability to cope with fast changing technologies used in application architecture, design, and development

· Very good ability to solve problems efficiently and fast

· Very good ability to deliver high quality development and architecture artefacts in short time · Good capability to write clear and structured technical documents

· Very good ability to participate and communicate in technical and business meetings

· Excellent ease of communication in English (both verbal and written) Due to the particular nature of a large international organisation such as the European Commission, candidates should also have the following non-technical skills:

· Capability of integration in an international/multicultural environment, rapid self-starting capability 3 and experience in working in team;

· Ability to participate in multilingual meetings in English and French;

· Ability to work in multi-cultural environment, on multiple large projects;

· Excellent Team Player

· Ability to understand, speak and write English C1 is essential; additional EU languages will be considered important assets.

· High degree of discretion and integrity is required as the applications managed and maintained in DG FISMA Unit 01 contain personal and confidential data

 

 

SPECIFIC EXPERTISE


Expertise1 as defined in the service requirements of ESP-DIGIT-TM II for the above-mentioned profile is applicable. Following specific expertise is mandatory for the performance of tasks:

· at least 5 years of specific expertise with front-end development using Angular, TypeScript, JavaScript, HTML, CSS) (min. competence level 5)

· At least 5 years of experience of client-side development of complex applications involving: multi module, Web Components.

· Experience in other JavaScript frameworks (React, Vue) is a plus

· Very good knowledge and practice of the eUI library for Angular for Commission sytems is a plus

· Experience with back-end data-base development using Oracle and PL/SQL is a plus

· Experience in Web security, authentication, and authorization protocols (OAuth, Open ID Connect).

· Experience with the following tools: Git, JIRA, Confluence, Bamboo, Nexus and Sonar.

· Experience with responsive and adaptive design. Expertise in Commission’s standard DevSecOps technology will be considered an important asset. Expertise in PHP will be considered as an asset. Expertise in mobile front-end development will be considered as an important asset. Expertise in back-end development using Oracle will be considered as an important asset.
