We are looking for a talented and self-motivated individual to fill the Site, Infrastructure and Utilities Business Engineer Partner position based in Braine l’Alleud (Belgium) .
About the role:
Sites and infrastructure Business Engineering Partners serve as the central point of contact and a robust bridge connecting the Business area, Engineering, and Project Leaders for various facilities infrastructure aspects (such as buildings, roads, parking, landscaping….).
Your key customers will be Manufacturing, Development and Early Solution, Head of Sites and Facility Management.
What you will do:
· Strategic Perspective:
Consolidate the overall technical perspective of the business area. This involves preparing and presenting scenarios to management for strategic decision-making, assist in translating the Supply Long Range Plan into a 3 & 10-year plan through a master plan aligned with the UCB Strategy.
Engage with and challenge the Master plan for sites. Monitor and assess the 10-year plan.
Think creatively and prepare various scenarios and present these to stakeholders.
Budget and Feasibility: Accountable for delivering feasibility and design studies within the budget for the 10-year plan. These studies support strategic decisions and technical investment projects. They also engage with the technical aspects of business cases.
· CAPEX Coordination:
Consolidate and coordinate the CAPEX project investment portfolio within the Business area. This alignment is based on PMO prioritization, key performance indicators (KPIs), simulations, and data analysis.
· Engineering Support:
Gather and comprehend requirements from customers (assist customers in articulating their needs to create a General Proposal).
Support the Sponsor or Idea Owner in launching the project, collaborate with the Technical Engineering Team to identify the Project Leader and establish the team structure (drive the project, coach the Project leaders and participate in Project Steering Committee meetings.
Be a Sites and infrastructure Business Engineering Partners coach, mentor Engineering Managers and delegate execution responsibilities to the Delivery Technical Engineering Team.
Serve as the liaison between customers and the Global Engineering structure, communicate customer requests to the engineering team, assist the engineering team in resource allocation, technology planning, and high-level resource needs.
Relay project-related issues from Engineering to customers (Global information). Monitor and facilitate the handover process.
· Best Practices and Accountability:
Promote the use of guidelines, best practices (including HSE requirements, green practices, and ergonomics), and ensure full accountability for capital investment and project delivery within the Business area—from feasibility study to project handover.
· Resource Allocation:
Anticipate the allocation of appropriate resources to address CAPEX project needs across various areas (Pharma DP, Pharma DS, Biologics, Packaging, Labs, and Facilities) in collaboration with the Technical Engineering Team.
PMO Reinforcement: Strengthen the role of the Project Management Office (PMO) in CAPEX Projects. Collaborate with the Technical Engineering Team to identify the Project Leader (PL) and establish the team structure for Detailed Proposal.
· Network Understanding:
Connect with peers to gain a deep understanding of different masterplans (such as Networks, Manufacturing, and Laboratories).

For this position you’ll need the following education, experience, and skills:
MUST HAVE :
Fluent in French and English.
People management with a minimum of 2 years in a Production/engineering environment as supervisor or manager.
Fundamentals in people management (incl change, decisions, conflicts, coaching, leading, etc…).
Background and experience with risk management.
Good analytical impact on the business/legal rules.
Minimum 5 years in Infrastructure projects like Project Leader or Team Manager.
Minimum 1 year within chemical, pharmaceutical or biotech company with minimum technical background (process and utilities).
Project management with a minimum of 5 capital projects successfully delivered and experience in capital project management up to min 10 mioEUR.
Experience in risk management (and related specific tools (FMEA, HAZOP).
Experience in Masterplan building
Knowledge of e-tools as MS-Office, MS Project.
Expertise in cGMP, Green and HSE standards.
Expertise in chemical and pharmaceutical standards.
Good financial background, especially in depreciation management.
Very good communication skill (Mainly for complex scenarios).
NICE TO HAVE
Knowledge of German/Dutch is an asset.
Member of ISPE, A3P, …
Experience in capital and asset management is an asset.
