Project Manager in Brussels (Near-site) - European Commission

CONTEXT/INTRODUCTION
At the Whiteam we are seeking a Project Manager to join our team in Brussels and work with the European Commission. The unit coordinates with DG Information Technology on general IT policy and establishes the local IT strategy. The service provider with a Project Manager profile will join the team responsible for the project management/support office (PMO/PSO) that provides guidance and supports the project management activities for the information systems portfolio of DG Climate Action. S/he will be mainly focus on defining and refining project management procedures, checking the compliance with the chosen methodology, performing some monitoring and follow-up, helping IT project managers draft and review project management artefacts (in collaboration with the relevant project stakeholders). The solution assignment may change over time, according to the portfolio/project/service needs.
DESCRIPTION OF THE TASKS
Following tasks will be performed by external service provider:
- Assess projects maturity against the chosen project management methodology and provide guidance for better compliance.
- Give proposals for project planning, status and problem reporting, follow up and organization of PM activities.
- Provide guidance to the teams on implementing the chosen management methodology and review their deliverables related to Project Management.
- Participate in working groups and progress meetings.
- Participate in the reviews of estimated costs, timescales, and resource requirements for the successful completion of each project.
- Provide support in preparing and maintaining project plans and tracks activities against the plan, provide regular and accurate reports.
- Ensure that the monitoring of costs, timescales and resources is effectively handled and review the proposed actions when deviations are identified.
- Define and manage the change control procedure gaining agreement for revisions to the project from project sponsors.
LEVEL OF EDUCATION
As stated in the Article 2.6.3.1. of DIGIT-TM II Service requirements, a minimum educational qualification for lot 2 is: Level of education corresponding to Level 6 of the European Qualification Framework which typically corresponds to a bachelor’s degree of 3 years.
KNOWLEDGE AND SKILLS
Following skills and knowledge are required for the performance of the above listed tasks:
- Excellent knowledge of project management methodologies (PM², PRINCE2, PMBOK…) – certification in any of these methodologies is a plus.
- Excellent capacity for writing clear and structured documents.
- Excellent communication skills with technical and non-technical audiences.
- Excellent interpersonal skills.
- Good knowledge of Agile development methodologies (such as SCRUM, Kanban).
- Good ability to give high level presentations and facilitate meetings.
- Good leadership and negotiation capability.
- Ability to work in an international/multi-cultural environment, rapid self-starting capability and experience in working in a team, understanding the needs, objectives and constraints of those in other disciplines and functions.
- Experience with IT development projects and knowledge of the different lifecycles (waterfall, spiral, agile models…).
- Experience in the use of M-365, Microsoft project and Sharepoint online tools is a plus.
Due to the nature of a large international organisation such as the European Commission, candidates should also have the following non-technical skills:
- Fluency in English, both spoken and written
- Capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in team
- Ability to work in multi-cultural environment, on multiple large projects
- Excellent Team Player
- High degree of discretion and integrity is required as the applications managed and maintained in DG CLIMA, E.3 unit contain personal and sensitive data
SPECIFIC EXPERTISE
Following specific expertise is mandatoryfor the performance of tasks:
- At least 5 years of specific expertise in Project Management (min. competence level 4)
CERTIFICATIONS & STANDARDS

- PM² advanced certification (also called “practitioner”)
- Other project management methodology (e.g., PRINCE2, PMP…)
- Agile methodologies (PM² Agile, SCRUM master, Lean etc.)
WORKING METHODS, ENVIRONMENT AND CONDITIONS
Location: Brussels
Service delivery mode: Near-Site
Service delivery: The services shall be performed remotely in Near-site location allowing to reach the Commission premises in Brussels within 2 hours. Laptop will be provided by the Commission. The external service provider may be requested to participate in the meetings with the Commission's services in Brussels. Applicable security procedures.
