DESCRIPTION OF THE TASKS


Following tasks will be performed by external service provider:

• Manage the implementation of information systems to meet identified business needs, acquiring and using the necessary resources and skills, within agreed parameters of cost, timescales, and quality.

• Give proposals for project strategies, planning, definition of tasks and deliverables, review of project deliverables, quality control, risk analysis and management, status reports, problem reporting and management systems, follow up and organization.

• Guide the different team in charge of project activities and review their deliverables.

• Participate in functional working groups and organise progress meetings.

• Estimate timescales and resource requirements for the successful completion of each project to agreed terms of reference.

• Maintain project and quality plans in collaboration with external providers and tracks activities against the plan, provide regular and accurate reports.

• Monitor costs, timescales and resources used. Escalate these deviate from agreed tolerances. Ensure that delivered systems are implemented within these criterio.

• Manage the change control procedure gaining agreement for revisions to the project from project sponsors. Provide effective leadership for the project team ensuring that team members are motivated and constantly developing their skills and experience.

LEVEL OF EDUCATION


As stated in the Article 2.6.3.1. of DIGIT-TM II Service requirements, a minimum educational qualification for lot 1 is: Level of education corresponding to Level 6 of the European Qualification Framework which typically corresponds to a bachelor’s level or 3 years of higher education.

KNOWLEDGE AND SKILLS


Following skills and knowledge are required for the performance of the above listed tasks:

• Rapid self-starting capability and experience in working in a team, understanding the needs, objectives and constraints of those in other disciplines and functions.

• Leadership capability.

• Negotiation capability.

• Ability to adapt to unplanned changes or decisions.

• Risk assessment.

• Ability to prepare and give presentations.

• Ability to apply high quality standards to all tasks.

• Ability to participate in multi-lingual meetings, good communication skills. Due to the particular nature of a large international organisation such as the European Commission, candidates should also have the following non-technical skills:

• Capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in team.

• Ability to participate in multilingual meetings.

• Ability to work in multi-cultural environment, on multiple large projects.

• Excellent Team Player.

• Ability to understand, speak French will be an advantage.

• High degree of discretion and integrity is required as the applications managed and maintained in DG EMPL A.4 contain personal data.

SPECIFIC EXPERTISE


Following specific expertise is mandatory for the performance of tasks:

• Good knowledge of project management standards and methodologies (Project Scheduling, Strategic Planning,  Financial Modelling, Budgeting, Forecasting, Performance Tracking).

• Good knowledge of Agile methodologies, like Scrum Management.

• Meeting Organisation and Facilitation.

• Good technical knowledge on the projects aspects.

• Practical knowledge of reporting methods.

• Good knowledge of project management tools e.g. MS Project, Microsoft Excel.

• Good knowledge of Atlassian Jira.
