DESCRIPTION OF THE TASKS

The tasks to be performed include:

• Development and integration of technological components.

• Implementation of user requirements.

• Prototyping.

• Elaboration of test programs.

• Integration with other applications.

• Writing of technical documentation.

• Assistance with deployment and configuration of the system.

• Participation in meetings with the project teams.

LEVEL OF EDUCATION

As stated in the Article 2.6.3.1. of DIGIT-TM II Service requirements, a minimum educational qualification for lot 1 is: Level of education corresponding to Level 6 of the European Qualification Framework which typically corresponds to a bachelor degree of 3 years.

KNOWLEDGE AND SKILLS

Following skills and knowledge are required for the performance of the above listed tasks:

• In depth knowledge of HTML 5 and CSS 3

• In depth knowledge of Java 6 and above

• In depth knowledge of Relational DBMS

• Good knowledge of Agile principles

• Good knowledge of interoperability technology (Service Oriented Architecture, web services, message[1]oriented middleware, service-oriented bus).

• Knowledge of UML, in particular use case diagrams and activity diagrams.

• Capability to write clear and structured technical documents

• Ability to give business and technical presentations.

• Ability to apply high quality standards

• Analysis and problem-solving skills

• Ability to cope with fast changing technologies used in application architecture and design Due to the particular nature of a large international organisation such as the European Commission, candidates should also have the following non-technical skills:

• Capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in team.

• Ability to participate in multilingual meetings.

• Ability to work in multi-cultural environment, on multiple large projects.

• Excellent Team Player

• Ability to understand, speak and write English C1 is mandatory

• Ability to understand, speak and write French B1 will be an advantage.

• High degree of discretion and integrity is required as the applications managed and maintained in SG contain personal and confidential data

SPECIFIC EXPERTISE

The proposed candidates should have the following specific expertise

• In depth knowledge of, and experience with Spring, including Core, Boot, Security and MVC

• In depth knowledge of, and experience with Hibernate/JPA

• In depth knowledge and skills on using Continuing Development / Continuing Integration techniques, knowledge of source code control repositories such as Maven, GIT, SVN, TFS.

• In depth knowledge of, and experience with Oracle (versions 8+) and PL/SQL

• Good knowledge of HTML 5 and CSS3

• Good knowledge and experience working with Java framework STRUTS

• Good knowledge and experience working with JSP technology

• Good knowledge and experience working with Javascript framework Angular 3

• Good knowledge and experience working with Javascript framework Knockout JS

• Good knowledge and experience working with WebLogic

• Good knowledge and experience working with Tomcat

• Good knowledge and experience working with JSON format with libraries GSON or JACKSON

• Good knowledge and experience working with UML standard

• Knowledge of REST principle

• Knowledge of SOAP and Spring Web Services.

• Knowledge of JQuery

• Knowledge of Kendo UI

• Experience working with the Atlassian Suite, JIRA Confluence Bitbucket and Bamboo

• Experience in integration with European Commission authentication system ECAS/EULogin is an asset.
