Business Analyst – Brussels – European Commission

1. CONTEXT/INTRODUCTION

The Directorate-General for Financial Stability, Financial Services and Capital Markets Union (DG FISMA) is one of the specialised services of the European Commission. The mission of DG FISMA is to develop well-regulated, stable and globally competitive financial markets in the interest of businesses and consumers and in order to promote growth and job creation. DG FISMA’s IT Sector oversees the development and maintenance of some IT systems supporting the DG’s policy activities as well as the Commission wide corporate needs. Some of these systems are used also by other General Directorates of the Commission and DG FISMA assumes the role of service supplier, thus helping to enable the successful implementation of the Commission's Digital Transformation and EU policies. In close collaboration with other Commission services and its customers, DG FISMA IT Sector builds and operates solutions in the areas of Briefings and Speeches Management, Stakeholders’ interaction Management, Financial Sanctions, External Service Providers Management, Financial Intelligence. Amongst the solutions provided, we find the following systems: BASIS (Briefings and Speeches Information System), EMT (Events Management Tool), FIU.net (Financial Intelligence Units network), KOEL (Knowledge Online on European Legislation), MICE (Management and Control of Experts) and Financial Sanctions Suite. The solution assignment may change over time, according to the project/service needs.

2. DESCRIPTION OF THE TASKS

In addition to the tasks specified in the DIGIT-TM II Service Requirements document, the following main tasks will be performed by the external service provider:

• Analysis of Business requirements

• Documentation of Business requirements

• Business model analysis

• Business process analysis

• Business processes modelling

• Functional requirements and business cases analysis

• Risk analysis.

• Drafting Business cases, Project Initiation Requests, Canvas, and Security Plans

• Users’ support, training, and documentation using SMT, JIRA, Confluence Wikis, SharePoint, M365

• Software functional and regression testing

• Participation in functional and technical working groups, progress meetings and meetings with endusers, business managers and the IT project team (project managers and developers)

• Drafting Test Plan and Test Case Scenario

• Ability to coordinate tasks with the other member of the team

3. LEVEL OF EDUCATION

As stated in the Article 2.6.3.1. of DIGIT-TM II Service requirements, a minimum educational qualification for lot 2 is: Level of education corresponding to Level 6 of the European Qualification Framework which typically corresponds to a bachelor’s degree of 3 years.

4. KNOWLEDGE AND SKILLS

The skills as defined in the service requirements of ESP-DIGIT-TM II for the above-mentioned profile are applicable. 3 The following skills and knowledge are requested for the performance of the above listed tasks

• Strong capacity in writing business analysis, requirements

• Excellent communication (both verbal and written)

• Good knowledge of BPMN or UML and process modelling description in general

• In-depth knowledge and experience in translating conceptual user requirements into process models, specifications, diagrams, and product mock-ups (TO-BE)

• In-depth knowledge and practice on Business Use Cases and/or User Stories

• In-depth knowledge and experience in producing and maintaining clear and structured technical documents,

• In-depth knowledge and experience in translating conceptual user requirements into process models, specifications, diagrams, and product mock-ups (TO-BE)

• Ability to review of the IT deliverables for their conformance to the Business/User requirements

• In-depth knowledge and experience in system testing (evolutive maintenance and non-regression)

• Knowledge and experience in incident and problem management, including the ability to analyse and solve them effectively and efficiently

• Ability to cope with fast changing requirements and technologies used in analysis, support, training and collaborative tools

• Capability to speak to business and technical audiences

• Excellent critical thinker, by using logic and reasoning to identify strengths and weaknesses of alternative solutions

• Strong capacity to give high-level presentations

• Ability to apply high quality standards

5. SPECIFIC EXPERTISE

Expertise as defined in the service requirements of ESP-DIGIT-TM II for the above-mentioned profile is applicable. Following specific expertise is mandatory for the performance of tasks:

• Knowledge Digital Finance and Asset Tokenization (Crypto Assets, Blockchain Technology, …)

• Knowledge of AI applied to Finance (DLT, crypto-assets, stablecoins)

• Knowledge and experience of BPMN

• Knowledge of MiCA would be a asset

• Knowledge and experience of mock-ups and prototyping design and associated tools

Due to the particular nature of a large international organisation such as the European Commission, candidates should also have the following non-technical skills:

• Capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in team;

• Ability to participate in multilingual meetings;

• Ability to work in multi-cultural environment, on multiple large projects;

• Excellent Team Player

• Ability to understand, speak and write English C1 and French B1 is essential; other additionalEU languages will be considered important assets.
